I have been selling land in Palm Bay since 2003. I have been watching the compound that entire time, and I have never seen this much real activity around it. EPA studies, a $1.5 million brownfields grant, a city redevelopment action plan, and a proposed "Port Malabar Industrial" designation are all moving forward at once.
This is still a long-horizon play — but the math for a smart buyer has fundamentally changed. Here is what is actually happening, what it means for land prices, and how to buy intelligently.
Where The Compound Actually Sits
One of the most underappreciated facts about the compound is its location. It is not in the middle of nowhere. It sits inside the city limits of Palm Bay — the largest city in Brevard County — directly between two of the fastest-growing economic engines in Florida.

You will not find another block of 2,492 mostly-undeveloped urban acres anywhere along the Central Florida coast at compound-level pricing. That is the entire investment thesis in one sentence.
What Is Actually Happening — Verified, 2024–2026
This is not speculation. Each of these is documented public record:
The City of Palm Bay's Compound Redevelopment Action Plan — the first official strategic document for the area in 50 years.
1. EPA Land Revitalization Study (Unit 53)
The City of Palm Bay secured a $100,000 technical assistance grant from the U.S. Environmental Protection Agency, specifically focused on Port Malabar Unit 53. The output is a formal action plan to encourage economic development in the area. The study has been delivered — and the public-facing "Compound Redevelopment Action Plan" is the result.
2. $1.5 Million Brownfields Assessment Grant
The compound is named as a priority site in a $1.5 million brownfields assessment grant awarded to the Resilient Corridors Coalition. Brownfields funding pays for the environmental and land-use assessments that have to happen before private development can move forward at scale. In plain English: this money clears the runway.
3. Port Malabar Industrial Designation (Proposed)
The northern section of the compound has been formally studied for a future "Port Malabar Industrial" land-use designation. The city has not yet adopted the rezoning, but the planning work is done. If and when this designation is approved, the per-acre value of industrial-suitable parcels in that section will change materially.
4. City-Owned Parcels Inside The Compound
The City of Palm Bay itself owns multiple parcels inside the compound boundary. Cities do not commit staff time, planning dollars, and EPA partnerships to areas they intend to leave alone. The city has skin in the game.

This is the kind of detail that signals the city is thinking about the compound as a real district — not just a problem to be inherited.

Why This Matters for Buyers
For five decades, the only buyers brave enough to touch compound lots were long-horizon speculators and out-of-state owners who didn't fully understand what they were buying. That kept prices unusually low for inside-city-limits Florida land.
Now, for the first time, there is a plausible path from where the compound is today to where it could be in 10–20 years: assessed, environmentally cleared, partially industrial, partially residential, and connected to city water and sewer.
You don't have to believe in a fast timeline to see the asymmetry. You just have to believe that 2,492 acres inside the city limits of Florida's fastest-growing county will not stay vacant forever.
Honest disclosure: Today, most compound lots still have no city water, no city sewer, and no power at the lot line. This is a patience play, not a build-this-year play. The buyers who do best here are the ones who buy right, hold without stress, and wait for the city's plan to mature.
How to Buy Smart in The Compound
Not every compound lot is equal. After 20+ years of selling in this area, here is the framework I use with serious buyers:
1. Buy as close to existing infrastructure as possible
The closer your lot sits to Unit 49 power lines, J.A. Bombardier Blvd, and Babcock Street, the more options you have today (well + septic + extended power) and the lower your future hookup cost will be when city utilities arrive.
The buildout pattern adjacent to the Compound — single-family residential on one side, commercial and industrial flex space on the other. Lots positioned closest to this kind of existing infrastructure are the most valuable in any redevelopment cycle.
2. Pay attention to the proposed Industrial section
If the northern Port Malabar Industrial designation is adopted, parcels in that zone will trade on industrial economics, not residential lot economics. Buying ahead of a likely rezoning is a classic land-investor play — and it is available here right now.
3. Buy multiple contiguous lots when you can
The most valuable compound positions in 10 years will be the ones a builder or industrial user can actually do something with — typically multi-lot or multi-acre assemblages. If you can pick up two or three adjacent lots instead of one isolated parcel, that is a stronger position.
4. Use owner financing — preserve cash for the long hold
Compound lots are inherently a long hold. Owner financing lets you build a position with a 25% down payment and predictable monthly payments — so you are not tying up the cash you might want for taxes, the eventual assessment, or your next acquisition.

5. Verify the parcel — every time

Who Should Be Looking at The Compound in 2026
- Long-horizon land investors who can hold 5–20 years and want inside-city-limits Florida exposure at a fraction of comparable pricing
- 1031 exchange buyers looking for low-management raw land in a growth corridor
- Builders and small developers who want to assemble future buildable positions ahead of utility expansion
- Industrial / flex-space investors watching the proposed Port Malabar Industrial designation
- Patient self-build buyers willing to use well, septic, and extended power on lots near existing infrastructure

Risk — Stated Plainly
I will never sell you a lot by hiding the risk. Here is what every compound buyer needs to acknowledge:
- The timeline is uncertain. Studies and grants are real, but adopted construction plans with funded timelines are not yet in place.
- When utilities do arrive, lot owners will likely be assessed for their share — typically spread over 10–20 years on the property tax bill.
- Liquidity is limited. You can sell a compound lot — I do it all the time — but it is not as fast as selling a finished home.
- Insurance, ongoing taxes, and code-enforcement maintenance (mowing requirements) are your responsibility from day one.
If those risks are acceptable for the price and the upside, the compound becomes a legitimate part of a diversified land portfolio.
The Bottom Line for Buyers
The compound is in the most active redevelopment moment of its 50-year history. The city has a plan, federal grants are in place, and the planning vocabulary has shifted from "what do we do with this" to "how do we redevelop this."
The buyers who do best here will be the ones who buy before the rezoning, before the utilities, and before the headlines — not after.
